Silesian Climate Centre (SCC) – Phase I

Project objectives

The project's primary goal is to establish the Silesian Climate Centre (SCC), a regional hub dedicated to fostering expertise and knowledge in climate change adaptation. The SCC will support local government units and residents of the Silesian Voivodeship in taking action to build climate resilience, in line with the priorities set out in the 'Silesia 2030 – Green Silesia' Regional Development Strategy and the Regional Climate Change Adaptation Plan (RAP). The RAP is the first document of its kind in Poland and was developed by the Silesian Voivodeship.

Target group

This project is aimed particularly at all residents and local government units in the Silesian Voivodeship.

Project description

The SCC will be a permanent tool to support local governments and residents in building climate resilience in line with the priorities of the Regional Adaptation Plan (RAP) and the "Silesia 2030 - Green Silesia" strategy.

Key assumptions and activities

  •  A cycle of specialist workshops for local government units, organised for the four subregions of the voivodeship

The project provides for the implementation of a comprehensive educational programme for local governments, residents and regional stakeholders. The core of the activities will be a series of specialist workshops for LGUs, carried out in cooperation with academic partners. These meetings will be consultative and educational, focusing on practical applications, strategic planning and analysing real-life cases. The workshops will be conducted across the four subregions of the voivodeship, taking into account local climate-related and planning challenges. The programme will include five pre-defined thematic blocks: Introduction; Water; Planning and Development; Solutions; and Tools.

  • The “Silesia for the Climate” information and educational campaign

This regional initiative is aimed at residents of the Silesian Voivodeship and aims to raise awareness of climate change and promote practical adaptation measures. The campaign aims to raise awareness of the causes and effects of climate change, as well as promoting practical adaptation measures that can be implemented at individual and local levels. It will use a variety of communication channels, including the internet, social media, traditional media and educational materials in public spaces.

  • Mobile climate education point

This tool enables direct engagement with residents of the Silesian Voivodeship and allows educational activities to be carried out in local settings. It will be present at outdoor events, local meetings and community initiatives, among others. It aims to raise awareness of issues related to climate change adaptation, blue-green infrastructure, water management and improving environmental quality. Its mobile format enables outreach to diverse target groups, including those in smaller towns, and supports resident engagement through interactive communication methods.

  • "Regional Climate Knowledge Base" portal

The Regional Climate Knowledge Base is a publicly accessible online platform that collects and disseminates knowledge on climate change and adaptation measures in the Silesian Voivodeship. It will present practical information, good practice examples, educational materials, analyses and solutions implemented by local governments and communities.\

  • Study visits and exchange of experience

The project also involves organising study visits to provide a space for the exchange of experience and the promotion of good practices. The SCC will become a permanent element of the regional adaptation policy and lay the groundwork for future implementation activities.

  • Demonstration infrastructure

To complement the above activities, there will be educational initiatives featuring elements of demonstration infrastructure. These initiatives are aimed at promoting innovative adaptation solutions in the field of blue-green infrastructure (BGI), mitigating the urban heat island (UHI) effect, improving energy efficiency and promoting spatial planning.

 

Outcomes

Implementing the project will contribute to:

  • increasing the knowledge and skills of local government units in the field of climate change adaptation;
  • Raising the level of climate awareness among residents of the Silesian Voivodeship.
  • Better preparation of municipalities and cities to respond to the effects of extreme events such as heatwaves, droughts and intense precipitation.
  • Disseminating modern, environmentally friendly adaptation solutions, including nature-based solutions.
  • Building a network of cooperation between science, local government and society.
  • The creation of a permanent educational and information support system in the area of regional climate policy is also a key objective.

Project Value / Funding

The total value of the project amounts to PLN 8,000,019.12.

The total eligible expenditure of the project amounts to PLN 8,000,019.12, including:

  • European funding in the amount of PLN 6,800,016.25, representing 85% of the total eligible project expenditure;

  • Own contribution in the amount of PLN 1,200,002.87, representing 15% of the total eligible project expenditure.
