The aim of the project is to improve the quality of life of the residents and to provide support in the pro-climate transition as part of specialist strategic consulting for cities which received an honourable mention in the competition of the Ministry of Climate and Environment entitled "City with Climate 2.0".

In this edition of the competition, the Ministry of Culture and National Heritage carried out an analysis of the activities undertaken by cities, the aim of which was to measure the effects of the implementation of climate and environmental policy. The analysis was conducted in five categories: air quality, urban greenery, zero-emission transport, energy transition and urban retention. Fifteen cities received an honourable mention in the competition, with 3 from each category.

The distinguished cities are provided with specialist advisory assistance offered by the Ministry of Culture and National Heritage, prepared by the Consortium consisting of the Institute of Environmental Protection, Institute for Ecology of Industrial Areas, Forest Research Institute and the National Centre for Nuclear Research.

Cooperation between cities and experts will contribute to the development of road maps for the transition towards climate resilience and neutrality of cities, as well as preparation of lists of key projects for each of the above-mentioned categories.

Under the carried out project, the implementers prepared an offer of expert support for the cities which got an honourable mention in the competition. As part of the project, IETU will be responsible for 4 advisory packages in the areas presented below:

Two Green packages - containing system solutions for green infrastructure in adaptation to climate change:

• determination of the extent and intensity of the surface urban heat island (SUHI)
• assessing the risk and reducing the negative effects of an urban heat island
• selection of methods and actions to reduce or eliminate the urban heat island
• proposals of adaptation actions based on green infrastructure solutions

Two Blue packages - containing blue infrastructure system solutions to be used in adaptation to climate change:

• determination of the level and distribution of soil sealing in the city
• assessment of urban flood and inundation risk
• selection of methods and activities for limiting or eliminating urban floods
• proposals of solutions for small urban retention based on a blue infrastructure model

The provided support will also focus on building the administrative capacity of each of the distinguished cities and preparation for financing key project under the new EU financial perspective, funds from the National Reconstruction Plan and priority programmes of the National Fund for Environmental Protection and Water Management (NFOŚiGW).
